Safety planned into the methodology from day one

Plan Safe is the pre-construction phase of Conroy's ISO 45001-aligned health and safety programme. As PSCS, our statutory obligations begin at appointment — and so does our safety planning. Construction methodology, sequencing, logistics, material selection, and temporary works are all assessed for safety risk before any programme is fixed or operative mobilised. Safety management is digitally recorded, giving real-time visibility across every project.

Construction Methodology Selection
Where multiple construction methods exist, the method with the lowest residual risk is the starting point. Safety performance is prioritised alongside programme and cost from the outset.

Programme Sequencing & Conflict Resolution
Sequences are reviewed to co-ordinate trade interfaces — overhead work, crane operations, and ground works adjacent to live services are all assessed and resolved before they enter the programme.

Site Logistics & Traffic Management
Site layout, traffic management, pedestrian routes, crane positions, and material storage are all assessed for safety risk. The Construction Phase Plan and Traffic Management Plan are written from first principles for each project.

Material Selection & Temporary Works Design
Material choices and temporary works solutions are assessed for safety during pre-construction and defined before site mobilisation. A Temporary Works Co-ordinator is appointed before any temporary works element commences.

Construction Risk Register & Safety in Design Input
A construction-stage risk register is compiled during pre-construction, identifying risks arising from methodology, sequencing, and site conditions. Residual design risks provided by the design team are reviewed and addressed within the construction methodology. Buildability and safety considerations are fed back to the design team as part of our Safety in Design input.

Subcontractor Safety Pre-Qualification
Supply chain safety competence is assessed before appointment. Safety accreditation, method statement capability, incident history, and sector-specific experience are evaluated as part of the pre-qualification process. Safety obligations are confirmed in subcontract agreements before any operative is mobilised.
Work Safe

Disciplined execution on every site, every day

Work Safe is the on-site delivery of the safety strategy — task-specific risk assessments, method statement briefings, inspections, and the management culture that sustains them. The standard applies to every operative, directly employed and subcontracted. Conroy's site management team holds direct accountability for safety performance on every project.

Daily Safety Briefings & Task Risk Assessments
Every working day begins with a whiteboard meeting run by the site manager and attended by all subcontractor foremen — assessing trade interfaces, co-ordination requirements, and safety considerations for the day ahead. Every non-routine activity has a task-specific risk assessment written, briefed, and recorded before it begins.

Safety Inspections & Management Audits
Weekly safety inspections by the site manager, project manager inspections at each visit. Findings recorded, actions assigned, close-out verified. All records available to the client.

Permit-to-Work & High-Risk Activity Controls
Hot works, confined spaces, working at height, and live environment activities all managed under Conroy-controlled permits. Time-limited, supervised, and documented.

Incident & Near-Miss Reporting
Near misses are treated with the same rigour as recordable incidents. Every operative on site holds stop-work authority — safety takes precedence at all times.

Emergency Preparedness & Response
Site-specific emergency action plans developed before mobilisation and maintained throughout. Fire drills conducted at scheduled intervals, first aid provision assessed to site population, and emergency assembly points established and communicated to all operatives.

Welfare, Wellbeing & Occupational Health
Site welfare facilities maintained to a consistent standard across all projects. Mental health awareness resources and confidential support available to every operative. Occupational health monitoring proactively managed for noise, dust, vibration, and manual handling exposure.

Environmental Management & Site Controls
ISO 14001-aligned environmental controls operational on every site. Dust suppression, noise monitoring, surface water protection, and construction waste management planned and tracked. Environmental incidents reported and resolved through the same management framework as safety events.

Quality Management

ISO 9001 aligned. Benchmarked. Verified.

Conroy's quality management system is aligned to ISO 9001 and integrated with our safety and environmental management frameworks. Quality is a standard set at the start of each work package and verified continuously as the work progresses.

Project Quality Plan
Produced before construction begins. Defines the inspection and test plan schedule, benchmarking process, hold and witness points, non-conformance procedure, and document control protocol — tailored to each project.

Benchmarking
For every significant finish or visible element, a benchmark is established and signed off by the client and Conroy before the package proceeds at scale. The benchmark becomes the agreed reference standard throughout delivery and at handover.

Material Approval & Submittals
All materials, products, and finishes are submitted for approval against the specification before procurement. Samples reviewed, substitutions formally assessed, and approvals documented — ensuring what arrives on site is what was specified and agreed.

Inspection & Test Plans
Package-specific ITPs issued before each work package. Hold points require formal sign-off before the next phase proceeds. Completed ITPs retained in the quality file and form part of the handover documentation. In regulated environments, ITPs produce IQ records as a natural output.

Non-Conformance Management
Non-conformances raised immediately, assessed for impact, remedial action agreed, and close-out inspection completed before the area is released. All non-conformances are resolved progressively throughout the build.

Completion Standard & Handover Quality
A defined completion standard is agreed with the client before practical completion. Pre-handover inspections and staged completion reviews ensure every area meets the agreed quality benchmark before the client receives it.
Supply Chain

Our standards extend to every subcontractor on site

Consistent delivery depends on a strong supply chain. Every subcontractor is pre-qualified, assessed, and monitored against our safety, quality, and sector competence requirements.

  • Formal pre-qualification — safety, quality, financial, and sector competence
  • Safety accreditation — Safe-T-Cert, SafePass, or equivalent as baseline
  • Quality management system and demonstrated inspection capability
  • Sector-specific competence for specialist packages
  • Insurance, tax clearance, and statutory compliance verified
  • Site-specific induction completed before any operative starts work
